voice memos sync across devices

My icloud toggle is on for voice memos app, and storage information shows I have 13.1G of content. I am logged in under the same user account on all my devices (iphone, ipad, Macbook air) but I cannot see my iphone voice recordings on other devices. Only recordings specifically made on that device show up on the Voice Memos app of that device.
