iPhone 16 Pro: Missing MMS Menu in Settings and Message Sending Failure

Issue Description:
I am currently facing a critical outbound message failure on my iPhone 16 Pro (iOS 18) that completely blocks me from completing a bank identity verification.
The bank requires me to send an encrypted, highly complex authentication text string. Due to the character length and format of this security string, the iOS system must process and transmit it strictly as an MMS.
However, the "MMS Messaging" toggle menu has completely disappeared from [Settings] → [Messages]. When I attempt to send this system-generated bank authentication text without modifying a single character, iOS throws a hard error popup stating: "Cannot Send Message: MMS Messaging needs to be enabled to send this message."
Because the menu itself is entirely missing from my settings, I am completely locked out of enabling the required infrastructure to complete my financial transaction.
