Since South Korea's tax refund system applies on a store-by-store and product-by-product basis, failing to get tax refund do***ents for an AVP at Apple Gangnam usually means one of two things: either the AVP is excluded from tax refunds at that specific store, or Apple is categorizing that particular product line differently. There are also cases in France where they do not offer tax refunds for the AVP

Try visiting Apple Garosugil. It is South Korea's first Apple Store and gets a lot of foreign visitors, so they should be able to give you a definitive answer. Alternatively, you can just call them at 080-500-0029 to ask.
