NO SOUTH KOREA option in Recovery Phone Number

My apple id (US account) has been locked for an uncertain reason.

And I can't believe that there is no way for me to unlock it if I'm outside of US.

I tried to recover my apple ID but

THERE IS NO OPTION for South Korea in Recovery Phone Number section.

Any ideas?
